Today was a very special day as it was the birthday of our dear PM BYSERICC, Dr. Tarimobowei Egberipou. A man with an inexplicable passion for immunization.

After the 470th meeting of BYSERICC which held at the centre, members of BYSERICC, friends, and well-wishers gathered in their numbers to celebrate with the PM on the occasion of his birthday. The event had in attendance special guests: The Permanent Secretaries of the State Ministry of Health and the Ministry of Mineral Resources, Dr. Nathaniel Akpoku and Miss Dumatein Stephanie Ekinabhari respectively, the UNICEF VSL, Patrick Aghomi, representatives of Zenith Bank Nigeria PLC, to mention but a few.

We celebrate you, Sir.

Advocacy to Ekeremor LGA Chairman

BYSERICC has continued to witness more positive fallouts as a result of the advocacy visits made by the different teams that were recently set up. Just recently, the Ekeremor team, led by Ebi Selekere, paid an advocacy visit to the Ekeremor Local Government Chairman to interact with and seek common agreed upon, LGA specific solutions to address key issues affecting Routine Immunization in his LGA. Feedback from the Team Lead indicates that the Chairman was very supportive and promised to intervene in certain key areas to help improve Routine Immunization in his LGA.

Dr. Emmanuel Okpetu Says Goodbye to BYSERICC

Dr. Emmanuel Okpetu broke the news to the house during the 467th meeting of BYSERICC that Friday the 31st of January 2020 would be his last working day in the state. He thanked everyone and briefed the house about his activities in the state.

He reemphasized that more effort should be made to support and improve data capture by health workers in the state. He also stressed the need to support the volunteer health workers in the state since a lot of the work is done by them, while also suggesting that at the LGA level a regular orientation program should be done for them with focus on data tools. He also recommended that the database of volunteers should be constantly updated.

 

He also recommended that there should be focal persons who would support certain groups of private health facilities as regards ensuring that their monthly reports are sent to the respective platform optimally.

He announced to the house also that he had an engagement with the Association of Resident Doctors at Federal Medical Centre (FMC), Yenagoa to sensitize them on what is going on with regards to the Second Year of Life (2YL) immunization to avoid having opposition or inadvertent antagonism to the program. He mentioned also that he had a similar engagement with the Department of Public Health still in FMC and with 20 nurses who are key leaders of the nursing profession in the state.

He urged the state to seriously consider having sanctions in place for erring health workers.

He thanked everyone for making his stay in Bayelsa State very successful while also commending the fact that there is a BYSERICC platform that is being properly managed by the PM BYSERICC which he could leverage on when he came to the state.

In a bid to achieve its primary objective of ensuring that every eligible child is appropriately immunized, BYSERICC is leaving no stone unturned. Just recently, and after careful deliberations in one of its daily meetings at the centre, the PM BYSERICC, Dr. Tarimobowei Egberipou, put together different teams (each team comprised of a minimum of three members), to visit, interact with and seek common agreed upon LGA specific solutions to address key issues affecting RI in the respective LGAs.
As at the time of this writing, feedback from most of the teams have been very positive. It is believed that within a very short time, there will be more positive fallouts by virtue of these advocacy visits.

Cold Store Supply 3On Wednesday the 15th of January 2020, the State Cold Store received its RI Q1 2020 shipment of vaccines from the Zonal Cold Store. Upon receipt of the vaccines by the State Cold Chain Officer (SCCO), Assistant Cold Chain Officer (ACCO) and the Expanded Program on Immunization Officer (EPIO), they were stored appropriately for further redistribution to the 8 LGAs of the Bayelsa State.

Dr Okoro Nwenyi Says Good Bye to BYSERICC

Dr. Okoro Nwenyi, a Measles consultant with CDC AFENET in the Nigeria Stop Polio Program, during the 459th meeting of BYSERICC which held on Monday 20th January 2020, announced that his 3 months visit to the state would be coming to an end within the day. In an interview with a BYSERICC RI Research Officer immediately after the meeting, he disclosed that he was sent to the State primarily to support the introduction of Measles 2nd dose introduction to routine immunization (RI), as well as to strengthen RI activities in the state, adding that he has worked to achieve this major objective together with BYSERICC and its Partners.

He mentioned further that his visit was his first experience with BYSERICC, though he had previously heard of the happenings at BYSERICC. He stated that the daily meetings have indeed been interesting, while also commending the manner with which events are tracked and decisions made to make sure that there are no gaps. He also mentioned that he enjoyed the analysis of issues whenever presentations are made while also lauding the zeal of the leadership of BYSERICC towards ensuring that RI is in top gear in the state. He mentioned also that Bayelsa state as a whole is a very interesting place to work; its people as well as the environment.

He highlighted a major challenge of the state’s environment, which makes it difficult to navigate between houses as one has to walk long distances while carrying out activities in the field because the alleyways are not wide enough for vehicles to pass through. He stated, however, that it is part of what makes public health an interesting aspect.
He encouraged the PM BYSERICC to keep up with the good work and to continue encouraging the people as he has been doing because it is quite a challenge to work in a place with such natural limitations. He also encouraged him to continually show the people that their complaints are being addressed.

Support and Collaboration

In delivering its mandate Bayelsa SERICC has been supported by the Bayelsa State Primary Health Care Board, Saving One Million Lives (SOML), The Ministry of Health, UNICEF, WHO, AFENET and the National Primary Health Care Development Agency (NPHCDA).

Bayelsa State Primary Health Care Board (BSPHCB)

The support from the Bayelsa State Primary Health Care Board includes, but is not limited to, the following:

  • Purchase of four boats for use by the supervision teams in four Local Government Areas (LGA’s) during routine immunization supportive supervision. The boats were bought to compliment the four 40HP engines given to the state by the NPHCDA. The LGA’s that did benefit from this first batch of boats are Brass, Ekeremor, Southern Ijaw, Nembe.
  • The building of the security post/ gatehouse at the Bayelsa SERICC office valued at over five million naira (N5, 000, 000.00).
  • Provision of the following safety gear:
    a. Fifty rain boots.
    b. Fifty raincoats.
    c. Fifty life jackets.

This is for use by the various LGA supervisory teams during supervision at the local government level.

  • Supply of 200 liters of diesel weekly to the center for the provision of power.
  • Purchase of twenty-four additional chairs for the Bayelsa SERICC.
  • Purchase of two hundred and eleven phones for the two hundred and eleven facilities conducting routine immunization in the state, to be used for “SMS REPORTING”. The cost of the phones was One million three hundred and seventy-one thousand five hundred naira only.
  • Payment for radio talk show programs on immunization as well as for airing of twice-weekly jingle on immunization. This has been running continuously for the past five months.
  • Funding for routine immunization supportive supervision amounting to One million five hundred thousand naira only (N1, 500, 000.00) per week.
  • Payment for monthly waste collection, treatment, and incineration, especially of used and unused vial following vaccine accountability procedures, for routine as well as following campaigns.
  • Repair and monthly planned preventive maintenance of the cold room at the state cold store.
  • Provision and maintenance of internet services at the Bayelsa SERICC office.
  • Monthly subvention to the eight local government areas for support of immunization related activities amounting to a sum of two million four hundred thousand naira only (N2, 400, 000.00).
  • Support for supplementary immunization activities such as three rounds of Maternal, Neonatal Tetanus Elimination (MNTE) campaign and all rounds of the immunization plus days.
Saving One Million Lives (SOML) 

The support from the Saving One Million Lives (SOML) Program For Results, Includes but is not limited to:

  • Funding of routine immunization outreaches in all eight local government areas of the state.
  • Provision of two hundred and fifty megaphones for use in social mobilization activities in the local government areas.
  • Funding for Bayelsa SERICC monthly operations cost.
  • Funding of social mobilization activities for routine immunization in all eight local government areas of the state.
  • Funding for vaccine distribution in all eight local government areas of the state.
  • Printing of posters/flyers/handbills on immunization for distribution.
National Primary Health Care Development Agency (NPHCDA)

The support from the National Primary Health Care Development Agency (NPHCDA) includes but is not limited to:

  • Supply of potent vaccines to cover all eligible children in the state, be it for routine immunization or supplementary immunization activities.
  • Support for all immunization related activities through supportive supervision and oversight.
  • Provision of tools for effective service delivery to the last mile.
  • Continuous professional development of health care workers at the service delivery points of the state.
  • Healthcare policy development, institutionalization, and implementation.
  • Continuous disease surveillance and institution of disease prevention strategies in all local government areas as well as the country as a whole.
World Health Organization (WHO)

The support from the World Health Organization includes but is not limited to: 

  • Support for all immunization and disease prevention activities, including disease surveillance.
  • Funding of professional development for health care workers as well as capacity building.
  • Institutionalization of best practices especially in resource-poor settings such as ours.
  • Facilitation of health care delivery to the last mile.
  • Support for disease elimination and or eradication activities in the state.
United Nations Children Fund (UNICEF)

The support from United Nations Children Fund (UNICEF) includes but is not limited to:

  • Frontline vaccine logistics at all levels.
  • Capacity building of cold chain personnel at all levels.
  • Implementation of the vaccine accountability framework.
  • Support for immunization and other MNCH activities.
 African Field Epidemiology Network (AFENET)

The support from African Field Epidemiology Network (AFENET) includes but is not limited to:

  • Capacity building on data tools and data-related activities.
  • Support for data validation and data quality assurance activities.
  • Mentoring and capacity building on monitoring and evaluation (M & E).

Working Groups

Bayelsa SERICC has 5 different working groups which carry out specific tasks on a routine basis:

The Strategic Team continues to take key decisions that would enable BYSERICC achieve its set objectives.

The Social Mobilization Working Group is primarily responsible for creating awareness using various media to generate demand for routine immunization in the state.

The Logistics/Service Delivery Working Group also plays a key role in ensuring that vaccines and devices received from the Zonal Cold Store once every quarter are properly stored. Also, the group ensures that these vaccines and devices are available at services delivery points, so that children who are eligible for vaccination can have access to them

The Data Working Group retrieves data from the SMS and DHIS platforms, analyze them and present same to the house for critical decisions to be made. The group also ensures that health facilities who fail to report are followed up while also carrying out on the job mentoring where necessary.

The Secretariat plays its role in ensuring that things run smoothly at the centre; from putting everything in place for the daily meetings to preparation and presentation of RI update and the LGA Desk report. The Secretariat also ensures that minutes of the daily meeting are developed and mailed out on a daily basis.

Challenges

The health seeking behaviour of the people is suboptimal, therefore, it needs robust and rigorous mobilization teams to enable us reach hard to reach communities.

Bayelsa terrain is peculiar thus, needs more resources to cover riverine communities thus:

  • Transportation
  • Refreshment for participants during stakeholders meetings at the various communities/ LGAs should be provided.
  • Monthly stipends of House to House Mobilizers
  • Refreshment and logistics for participants during market sensitization
  • Logistics for town announcers
  • Inadequate megaphones for mobilization of caregivers prior to sessions.
  • Vehicle transportation for advocacy, communication and social mobilization walking group
  • Lack of IEC Materials.

The terrain in Bayelsa State is peculiarly occasioned by the fact that the state borders on the Atlantic Ocean and falls within the high risk flood zone of the country. The terrain in Bayelsa State is 80 – 90% riverine and swampy which makes for difficulty with navigation, especially as there is a plethora of hard to reach areas and settlements. This is further worsened by high transportation costs for traversing the inland waterways due to the non-contiguous nature of the communities and settlements as well as the many bifurcations of the rivers and rivulets

About Us

The 2016/2017 MICS/NICS report showed a very poor routine immunization (RI) performance in the country, which led to the declaration of a state of emergency of public health concern on the 17th of June 2017 to rapidly protect the huge population of unimmunized children using urgent/innovative approach. Bayelsa State was categorized as low performing and among 18 SERICC (State Emergency Routine Immunization Coordinating Centre) states based on the reports indication that 46,465 children were yet to be fully immunized, which is 57% of the population of children under 1 year. BYSERICC was established to achieve 5 key objectives:

  • Improve detection and responsiveness in the resolution of RI gaps.
  • Strengthen leadership and accountability for Routine Immunization.
  • Strengthen coordination for Routine immunization.
  • Increase Immunization data visibility, quality and use for action at all levels.
  • Increase outreach services for immunization for traditional vaccines especially in the very low performing states.
